I just read the incident report.
The police, 7 of them, said they thought he was wearing a bullet proof vest because after being hit several times he continued to walk towards them firing.
The autopsy revealed he had high levels of PCP in his system.
The second round of firing you hear after a short pause was because he continued to hold the gun and was still moving.
That's 7 cops, 6 res each, with 3 firing 7.
Still holding the gun and moving is reason enough for the second volley, in my mind.

Edit: It wasn’t a matter of they thought he had a bulletproof vest.” It was their lack of aim entirely. The first shot he gets hit with is in his right hip and possibly one in the torso which makes him fall. At that point the is no longer a combatant, obviously be careful when you’re walking up to him but you don’t need to shoot him 45 fucking times. In the first five shots did it for sure.
