I think there should be a municipal government fund, with hundreds of millions of dollars in it, to help pay for a compensation program for businesses affected in situations like this. I really do feel bad for the businesses and business owners in this situation. It's brutal. But, as stated in this story, this was emergency work and there often isn't enough time to give notice before the work needs to be started. The city could issue about 1 billion dollars in government debt bonds to kick start a government fund to help pay for compensation that covers the cost of rent, utilities, workers wages, and opportunity costs equivalent to the average revenue generated on the day/days the construction work occurs.
That's something for the NDP to consider since it's the party for helping out small businesses and helping the little guy out through the power of collectivism.
