Sure. That's true for 99% of the time. But let's say there happens to be a real police officer eating at the restaurant and he sees this guy flash his badge, or he sees either of the other dashers and investigates. The penalty for impersonating a cop is up to 5 years in prison. It's just not worth it.
Actually the risk is almost non existent. Think about it; they think he is a cop, he even showed some ID so they are not going to report him. In fact they are going to encourage him to leave so he can catch the "dashers".
